I would pay attention for any SVT's being parted out in the B-S-T section. Sometimes you can snag the front bumpers on a cheaper side. But more than likely you are going to pay a higher premium for the bumpers as there are going to be fewer and fewer going around. Another option would be to find a Roush bumper for the 00-04 years.

Show pic of damage? You sure you can't just take it to one of those quick bumper fix places to have it repaired? Most likely worth of shot even if it doesn't look good as new, its a 10 year old car so what.

I wouldnt drill holes in it. Take it to one of those bumper fix places to see what they can do, if it flaps I would just get some duck tape and tape it from behind the car. I wouldn't bother replacing the bumper over that. I would like to add that the hood of your car lost its paint I would use touch up paint to prevent rust from eating the metal.

my car was in perfect condition untill my neighbor backed into it. She niched it on the fender where it mets the bumper just right under the headlight. After a few days I got used to it, really isnt worth fixing because when they paint match it never does match unless you repanit the whole car. Least if someone else backs into you or hits your bumper it'll get fixed eventually.
