I was in a crash with not quite as bad damage but similar. The dash just said "airbag fault" when coasted to a stop. The airbags didn't go off but the seatbelt tensioners seemed to. For about 2 seconds I was pissed there was no airbag

May have been parked... no red coloring on the seats/trim...

Looks like the car ran or was pushed into the back of a tractor trailer. It may have been too high or to slow to activate the airbags.

As paulg127 said, this car could have been parked and ran into. However, anymore cars with air bags are getting so "smart" the control modules will only operate the air bags if they (the control modules) say they should be activated.

Looking at the steering column the top trim piece is popped off and the wheel appears to be bent downward, like it was used to brace. I think there was a driver at the time, but I could be wrong.
