Is it water or does it also have antifreeze in it

Just water gets there through washing the engine , rain blowing in etc

Antifreeze gets there when the head plug leaks thats in where the 4 plug wires are

Which do you have ?

I had the same thing happen to me once, it actually leaked down and was causing misfires. I used a suction bulb and some tubing to get it out of there. Had to get new plug wires too.

Is that just murky water? it almost looks like solidified and cooled bacon grease.

Suck out with shop vac, or blow air through until evaporated. looks like there is no oil, so I would not say valve cover is a problem.

Get new plugs and wires. also check the status of the plugs to see if they show any evidence of un-normal combustion.

I am not sure on the though of the dielectric grease that they try to up sell you at the parts counter, but that should provide some further isolation of the sparkplug to wire contact.

It also sometimes gets in there if you have have the plastic coolant distribution tube at the front of the car crack and spew fluid all over the engine bay. Happened to me once.
