2002 ZX3 Resurrection

After two years we are resurrecting a 2002 ZX3 ZTEC. Just put a timing belt on (the old belt broke), new plugs, oil and filter, serpentine belt. Added fuel additive to less than a 1/4 tank. Started the engine and it fired up after a few. But the RPM's hang at 4,000 during idle? What could be creating this?

Before trying to trouble shoot I would replace the two year old fuel.
