You are correct.
The PCM is controlling the throttle (with input from your right foot).

My trick is i have tried to let off the gas before shifting, so it already is trying to idle down. Seems to work, stupid to have to do it. But it works. It shouldnt take an eternity to idle down.

Being that you're new to manual transmissions you can't expect to go in knowing what's right and what's wrong. You'll be none the wiser to the happenings some of us notice.

What the OP is experiencing is the PCM holding the throttle plate open momentarily when his foot is taken off of the accel pedal.

Yup, and also once you clutch in it will hold revs at the perfect rpms for an upshift for at least a few seconds before dropping down to idle!

I'm pretty sure it does because LUK is also the O.E. supplier for the clutch pack for the DCT from what I recall seeing.

I had a '98 SVT Contour with a throttle hang problem, and my '13 Focus MTX behaves nothing like that. If you're seeing revs climb when you come off the gas, something is wrong, and you should insist that the dealer fix it.

I don t think the contour had a DMF though, that would make a difference
