When I replaced mine, I had to hit the wheel, (not the center) with a few good blows before it just popped off....

I found out from the previous owner that her boyfriend used epoxy when he put on the steering wheel. Does anyone have any idea how I can dissolve or loosen the epoxy to remove the steering wheel?

Try the following:
-Rock the steering wheel by alternately pushing and pulling one side in towards the dash while pulling and pushing the other side away from the dash. Orient hands at 3 and 9 o'clock, then 6 and 12, 10 and 4, etc.
-Use canned air (refrigerant spray) to freeze the epoxy then try the above tip.
-If all else fails try some paint stripper containing methylene chloride (AKA aircraft stripper) and soak the joint in it. Use sparingly as it melts plastic and will irritate your skin.
Points to ponder:
When you are dead, you do not know you are dead.
It's only painful for others.
Same applies to stupid.
