No,it doesn't mean that. In fact that practice would make your fuel economy worse. The only way to make that statistic better is to start the car when cold fewer times; maybe by consolidating trips.
There's no need to let the car idle. Start it, put on your safety belt and drive gently until the car is warmed up.
