weird noise coming from rear passenger wheel

It is random when it happens and much more frequent at faster speeds. I heard a whisteling noise also. Vehicle is a 2003 Focus. The noise sounds like an ice scrapper on a window. "shhhhcccrraaa" but only last for 1-2 seconds. I recently changed the rear drum brake shoes. I pulled the wheel and inspected and dont see anything suspicious. I did not remove the hub yet. It is snowy out so kinda hard to tell but it feels like it may pull to the right slightly while making this noise like perhaps the wheel is slightly locking up. Please any and all suggestions are welcome. It is freezing out and troubleshooting in my driveway is NO FUN!

Lift the car back up and and grab ahold of the wheel and see if there is any play, if so, you need a wheel bearing.
