EGR vacuum leak, where does it go?

when i sit at a steady throttle i hear a HUGE vacuum leak, upon inspection i found an open male outlet, there is supposed to be a tube on it but i have no idea where it is or goes to. ive attached a picture of the male tube under the EGR, where should the tube be or go to?
