E30og stated in the first post I currently have 20k miles, purchased the car in march 2012 I live in ohio which yes there is salt on the roads and I do 90% highway driving. I've owned 4 cars in my past and have need seen rust start to develop after 9 short months or not even make it through one winter.

After seeing it, I would echo what others have said; schedule an appointment with the dealer to take a look at it. It does appear its something on the paint rather than the body panel actually rusting.

could it be unprotected pieces/shavings of metal that were somehow embedded in the paint and oxidized once exposed to the elements?

I have heard that cars shipped by rail sometimes get metal filings/dust from the rails on the paint that corrode and leave rust stains. Also some areas use metal filings in the sand and salt mix for traction on the snowy/icy roads.

I read up on rail dust and others who have had similar issues and seems to me that, that's probably what it is. Next time we get a sunny day above freezing ill wash and run a clay bar on it. Heard that will take care of it. Here's to hoping that's what it is!

I wouldn't advise the oil spray/rust check/rust proofing etc. at all as it can/will clog up the drain holes, channels built into the car, then you have water/moisture that has no where to go and then, rust will start forming from the inside out. Best to keep your vehicle clean, I wash my new Lincoln MKZ twice a week just to get the salt/sand etc. off the car. I live in Northern Ontario, Canada you know the land of ICE & SNOW, so I have had decades of experience with salt covered roadways. If you keep your vehicle as clean as possible, you'll be fine.
