fuel pressure

where should my feul pressure sit at at idle im at 20 and it doesnt go far above that when i rev it up the car actually runs the same ie. hesitates /stumbles whether the pump is on or if im relieving the system by tripping the feul pressure switch and running it till it dies could this be the culprit of my hessitation on low end?
