2003 Focus SE Split Port Vacuum Line Missing

I'm helping a teenage girl that attends my church with her car. She's had an idle and high revving issue with it since day one when she bought it used. I've gone through most everything and have discovered a vacuum line fitting that has a sheet metal screw installed to block the vacuum. I need some assistance in figuring out what goes there and where it leads to. Just under the back of the throttle body, there's a metal tube fitting that has a plastic vacuum fitting that pushes on. The larger nipple on the fitting runs to the driver side back corner of the valve cover. The smaller nipple (with the screw blocking it up) aims to the passenger side and that's the one I can't figure out. I realize I'm a guest here and don't drive a Focus, but any assistance would be greatly appreciated.
