Rough/rolling idle

A couple months ago my 2009 SE started having issues when at a stop sign in drive with the air off. The RPMs go from 800-500 and back. Brought to dealer and they charged $130 diagnostic fee to tighten two hose clamps which did not solve the problem. Meanwhile I went on line and found a TSB that is common for this car and it involves scoping the PCM. They reluctantly did it and said it was defective and replaced. The new one took three tries to get the program to load and still has the same issue. They told me that the way the car runs is normal and won't do anymore for me. I am now trying to work with Fords resolutions center and the BBB. I will never buy another Ford product again!
