1999 Over-revving problem when out of gear & clutch out.

Hi,

I have two (I believe, separate) issues.

1) Speedometer doesn't register, sometimes odometer shows dashes or blanks out completely. Idles very low and infrequently and distinct loss of power. This occurs quite randomly. >> For this I will replace the Vehicle Speed Sensor.
2) Issue #2 and the main reason for posting: During driving, when I stop, and take the car out of gear and let the clutch out, the engine will slowly begin to rev up to as high as 4K. At times, if I depress the clutch a couple of quick times, it "releases" and revs come down to normal. This happens fairly randomly, but more when I am running hot and in stop and go traffic on M25. >> For this, I uncoupled the idle air control valve wire and took it for a drive. The overrev didn't happen however I really can't confirm if it's the IAC as it didn't happen when I plugged it back in either.

Could the symptoms in issue #2 also be related to the VSS? If not, then how best to diagnose issue #2?

Any advice would be greatly appreciated.
