Typewriter Noise

My ford focus has lately been making a weird typewriter sound that seems to come from the driver's side under the steering wheel. It makes my stereo turn off and also then makes my car surge and hesitate. Anyone have a similar issue?

The "typewriter" sound is most likely relays, to me it sounds like your voltage is way too low, have your charging system checked for a start.

yes this above. Also check to see if you have any loose battery cables while you're having it checked.

Isolate where the noise is coming from as best as you can, and use a mechanic's stethoscope trick (long screwdriver, put it on something, then cup the handle to your ear) to verify exactly what is making the noise.
