Depending on your price range you have many choices:
1. Buy cheap Ebay projector headlights and splice into the factory harness. Going rate for these are about 100-150+ but i don't recommend them. Do it right the first time.
2. Buy ST170 Headlights from Germany aka Ebay.de or here/focaljet, also have a hard time having them sent over due to shipping costs. Going rate on these are about 250+
3. Buy SVT Mach Xenon HID and use SVT3658 VW wiring hack, there's a good tutorial on focaljet. Going rate on these are around 400+ for good shape ones

Also there was a group buy for Hella Xenon for 518 shipped i believe and Dynabeam's for 488 shipped. I think the Xenon's are out of stock but dynabeam's are great and turn with the car as it goes around corners. Here is all the information you would need to get your headlights hooked up thanks to SVT3568 aka Josh

The only way to have a decent set of HIDS and Halos is to do what I did,

Buy a set of morimoto mini projectors, and then find some headlight housings on ebay, do a retrofit on the projectors to the bixenons, and voila, you have some kick-ass headlights.

The whole setup is about $450 to do.
