Well, yes/no/yes/maybe. I.E. it really depends. Here in STL, they have mobile testers. They park them at the entrances to the major roads. You drive by, they sniff, out of spec and you get a summons. It's just a hassle! So anyone who lives in a emissions controlled zone is prob best to just have a cat mounted. Not fun but much cheaper all in all.

Let's not make this a legal debate everyone should just be rejoicing for our cars can make some serious power from bolt ons and get 40+ mpg while doing it.

Wow, I've lived around St. Louis nearly all my life and have never seen a mobile tester. Lucky me I guess.

Do you have some sorta of scanning device to watch your LTFT and STFT to know when the car is transitioning from CL to OL? I can't really figure any other way of know... sorta of knowing your fuel tables and having a WB 02 sensor to watch.

Yes I do.

Because the primary O2 sensor is a UEGO (wideband), it's not surprising that it remains CL during WOT.
I have seen a commanded (target) AFR as rich as 12.44:1 (WOT and CL).
