Reduced power when hot. 03 zx3.

I have a 03 zx3 with 91k miles. It has a cel (p0420). And I've been noticing once my car get up to operating temp. It has a noticeable reduced amount of torque and throttle response. It is starting to get irritating. The car is just so much more peppy and responsive for the first 10 minutes or so when I drive it. Or it even if I shut the car off for an hour or so it's still unresponsive. Also my idle will hang at 2400 rpm or so with it still not all the way to operating temp. But once it gets there, it will start hanging at around 3000. Any one have any ideas?

There is also a clicking or tapping noise. Not sure if related but not even gonna try and diagnose a noise over Internet.
