No, sorry it won't. The BT profile that is responsible for allowing the SYNC system to read incoming texts and let you send one via voice is the BT MAP(Message Access Profile) and from what I have read the BT 4.3 component BT LE won't support it.
Message access profile cannot be supported over Bluetooth LE. Bluetooth LE is meant for transfer of small packets while in MAP ,large packets are send across device. MAP is a OBEX based profile which depends on RFCOMM and L2CAP, RFCOMM is not available on BT LE.

That's an interesting statement, but one that isn't exactly accurate. What is the "core stack" in android? Bluetooth is (and has always been) part of AOSP. Then again, so has an "email" application. Both of these things have always been part of the base platform. I have an older nexus device running pure gingerbread AOSP (android 2.3.x) that has Bluetooth support.

However, as with wifi (and NFC, infrared, mobile data, and everything else that relies on a hardware chip), google can only provide the device layer part of the "stack" for their own google (nexus) devices, and then an abstract layer on top of that. Each device manufacturer must provide the hardware (device) interface portions of that "stack" for their own hardware.

What's changed in 4.3 is that the AOSP is that the support for google supplied hardware is better, and the abstract portions allow the interface layers to offer more support. If the BT radio doesn't support a low power mode, no amount of abstract coding can magically make it work.

In previous versions of android, phone makers would often customize AOSP to add more and better bluetooth support. I doubt this will change at all...

(I've done BT development on android devices, so I think I'm pretty qualified to make the above statements.)
