surging problems with tune?

ok i have 2004 eap svtf i have it tuned by tom and so far everything is fighting us with the car the tune the sct programer, the tune itself is great and toms been putting a lot of time into this. so im having a surging issues at around 30-45 mph my stock tune dosent have that problem, and all the different revised tunes tom has sent me dosent change anything so ive check for vac leaks and changed the plugs from motorcraft platiums with motorcraft copper sp463 gapped at .050, put a 180f thermostat in.

what is causing this to happen? has anyone been through this? ive tried sreaching for such issues and i work at a ford dealer and cant get my ids to do a power balance to see whats going on because i believe its a svt thing that dosent allow that to test.

could it be a bad battery?
i havent checked frp when i have this issue,

did this get resolved via a change in the tune??? curious because I have the same problem going on for a while now....thanks.
