I am ridiculously obsessed with Plasti Dip. I dip random car pieces all of the time for fun, because I know it can be peeled off. Just yesterday I put some eyelids on my lil MK1 sedan:

Other things I have dipped on my car: the gas cap, the spoiler, the ford emblems, the upper piece of my bumper (to cover some paint damage,) and those little back windows. I'm considering dipping my entire car matte white, but I'm really indecisive about the color.

it did not adhere well for some reason, probably not as clean as you thought. Try a degreaser and some then some serious scrubbing with the soapy water. Make sure the temperature/humidity is within range of what the can recommends as well.

Are you sure it was completely dry? Towel dry isn't necessarily completely dry. If you don't wanna restart, dipyourcar has a repair kit, but I don't know if it's worth the cost to ship it.

Yeah make sure your wheels are super clean and dry before starting. I washed and dried mine, then wiped them down liberally with rubbing alcohol to be sure there was nothing left on the rims... there must have still been some residue left on that rim
