would i be able to plasti dip my drums while still on the car while i do my rims?

I would just use a temperature rated product, no real point to Plasti-Dipping brake components. Most stuff is rated 400 degrees or higher, opposed to 200.

thats what me and my girlfriend are leaning towards, ill be redoing the front one tonight then ill do the drivers side wheels with less of the metalizer to yield a darker silver.
