as far as i know you arent allowed to sell chips or flashers on here, and i could be wrong but im pretty sure the actual burnable chips like that are no longer tuneable, id contact sct to be sure

In only specifically says flashers because the are vin locked. Chips are not

Yeah they aren't locked to an ecu like the flashers, but you need a burner.
