My guess would be to contact SVT and ask if they can send you a replacement supplement. There isn't a whole lot of information in there, most of it is readily available on the internet. If there was anything in particular you were looking for one of us might be kind enough to scan in those pages and post them here...

i didn't get a svt supplement from my dealer.
 my car didn't even come with a manual because they had to go to another dealer 50 miles away to get this car. then i asked my salesman to order me the manual for my car. then the parts guy told him that there's isn't a svt manual. just a focus manual. so that's all i got

Have them order the SVT Supplement. Its just an addition to the owner's manual. I bought mine used, and had the dealer order the owner's manual and the supplemental manual. Apparently they throw these away when they sell a used car.
