Depending on shipping method, all packages need to cross a state line unless carried by courier (i.e. by hand the whole way) in order to comply with federal restrictions. So yes, it costs more.

I live 89 miles from Chicago and 105 from Madison, but shipping to Chicago usually runs me $5-10 more because I'm in IL.

i know its weird, im using the package calculator on usps... maybe its the weight i need to weight it correctly ..
