Heater problems

I have a 2002 Focus, and soon after I bought it I realized no heat would come out when i swtched to the redzone.... also, the engine fan behind the front grill comes on constanly, i hear it come on within 2 minutes after 1st starting it...and its only 30 degrees outside??
anyway it comes on right away and then keeps coming on every 5-8 mins..

Are these 2 issues related?? any input on either of these problems would help alot..
Im broke or i would take it somewhere...lol
