Steam wouldn't help that tear. Steam is just used in the manufacturing process to make the foam expand and contract to fit better inside the trim cover.
A good adhesive would be your best bet for keeping it together, along with adding some type of tape underneath to give it additional strength, but I'd recommend new foam altogether. Glued-together foam doesn't feel as good as new foam.
