Quick stupid question: rear shock bolt washer question.

OK, pardon the simplicity of teh question but here it goes.

Ok you got the lower bolt on the shock. When installing the lower bolt is it
1. bolt -washer - shock
2. bolt - shock - washer

That's my question. Quick and easy.

i thought the washer was build into the head of the bolt

nope. I have a washer with the bolt. Reason I am asking is that it seems my shocks are rubbing against soething. I have long gashing lines on my tire side of the shocks. I am thinking it should be bolt shock washer...
