4-point harnesses allowed? and smog questions?

So i'm just wondering, since i'm gonna be bringing my car with me to college next year (I'm attending Cal Poly SLO).

I want to put Corbeau Racing 4-point harnesses in my car (2" belt width).
i want to make sure that i wont have to remove them when i get my car out here and try to register it.

i'm also mid-engine swap, dropping in an SVTC V6 and a 5spd, and would like to know if any of you guys and gals know what, if any, smog standard i'd have to adhere to.

I run around with my 5 point harness all the time. However you might want to check the state law on it.

I do believe you have to have a stock seat belt still in the car. As for daily driving, not sure what the law is on wearing the harness. Also if you are going to register the car here, it will be a no go on the engine swap. You will fail the inspection and smog, when you try to get it smogged, unless you can find some one to pass it for you.

i was reading the smog code last night, and there's exemptions for foreign vehicles. and a 49-state emissions legal car qualifies as a foreign vehicle. as long as it has more than 7,500 miles, if i read correctly it doesn't require smog. but i'm gonna call the ARB and get a definitive answer today.

direct from the California smog code:

21.020 Emission Control Standards for Foreign Vehicles
For registration purposes, foreign vehicles are defined as follows:
California Only Vehicle—These vehicles have emission labels indicating
compliance with California emission regulations and may be registered regardless of
odometer mileage.
Vehicles That Meet U.S. EPA and California Emission Standards (50-state
vehicles) and Are So Labeled—These vehicles meet federal and California
emission and safety standards and may be registered regardless of odometer mileage.
49-State Vehicle—These vehicles meet U.S. EPA emission requirements and are so
labeled. These vehicles cannot be registered to a California resident who acquired or
purchased the vehicle with less than 7,500 odometer miles unless the owner qualifies
for an exemption, as explained in the Exemptions portion of this section.
Direct Import Vehicle—These vehicles were not originally manufactured to meet
federal safety requirements or emission standards and not intended by the
manufacturer to be used or sold in the United States.
