Ah, that's a PATS issue. The new ECU is looking for the keys that were paired to it. Your old keys aren't compatible, and have to be reprogrammed into the PATS system. Does it start and run?

Sounds like he put a new computer in...possibly for a different engine than the one his car was originally equipped with.

You'll have to tow it to the dealer and have them reprogram the keys. You might be able to find a locksmith with the correct equipment but odds are prices are going to be about the same either way...
