Question Blower switch and cooling fans

Can anyone explain why the cooling fans on a focus 2002 1.6 operate when i turn on the interior blower/fan switch.

If your A/C is on the coolant fans will run. If you turn on the heat but set the vent to defrost the A/C compressor will run also turning on the cooling fans.

Sorry to be dumb, but when you say defrost do you mean direct air flow to windscreen. Also i take it a/c does not have to be on when you do this for the cooling fans to switch on.Why do they run anyway?
