The free will reving could be due to a bad idle control valve. Waste gate flutter is usually caused by a bad seal off of boost! Such as a diverter valve blowing to atmosphere or your hose for your boost gauge leaking. This would cause the turbo to have too much back pressure from the exhaust and spin the turbo backwards! Very bad! That gives you waste gate flutter. Kinda sounds like a sequential blow-off valve... only its not. I would check each vacuum hose coming off the turbo, especially the ones going to the boost gauge and the boost controller.

yeah srt-4's are notorius for back pressure on the turbo.. also if he has a bov and the spring is to tight will cause flutter. but if it just started happening... and driving by it self?? does it idle high in nuetral?? if so its def a vacum leak
