Gauge sweep upon start?

I rode with a friend of mine who had a 2000 Focus station wagon, and when she started her car, all the gauges did a gauge sweep (like when you enter Test mode). However, I have a 2000 SE sedan and it's never done that outside of test mode. Anyone know how to make it do it everytime you start up?

Does it hesitate, and the fuel doesn't kick in for like 8 seconds?

Check the accessory fuses, usually labeled 7.5, 10, or 15 amps fuses...

She'd driven it to school that morning, and I rode in it that afternoon, so I doubt the battery had gotten disconnected
