Massive scrapes on the hood...

OK so when I got my SVT it was all nice and polished...and then after a while I started to notice these circles on my hood. Kinda looks like someone used a really ROUGH cloth or something and washed the hood. So my question is what whould help to get that out...I mean i know about the polish and stuff but it doesn't last...would maybe a clay bar work? how does the clay bar work? Any kind of input would be awasome
