Yes the faces are electro-luminescent and the needles are lit with 194 bulbs.
The trick for flickering SVT faces is to turn the dimmer down a hair, new (junkyard) headlight switch fixed it for me permanently.
If that doesn't do it then the inverter is going out, it's intergrated in the aux. oil cluster circuit. There are ways to bypass it and use a separate aftermarket inverter.

It's discontinued, but you can try a new (used) one too.
The aftermarket inverter is $10 fix on the plus side. And you don't have to track one down from a seller that may not want to separate it from the main cluster.
I was always curious what that last idiot light was supposed to be on the oil cluster...is that supposed to be like a snowflake or something? What was the purpose?
