Why would he need a cossie or a rebop one at all? He'd need a lot of mods & rpm to make that manifold pay for itself.

I'm from texas! pretty hard to make an illegal road car there. as long as you have a cat and a good tune you'll be fine. I'd go turbo. whats your spending range? Turbos are rather cheap in my opinion for the power you'll unlock in this car! i would have gone turbo instead of super charger if i wasn't concerned about space on my future swap. but i might go turbo after anyway... and be careful with cams. research what cams to get for a turbo set up. some cams are bad with a turbo. i know on the SVT focus most say dont even change the factory cams it will just make it more difficult to run, and a waste of money. but on a regular ZX3 that may be different. but on a regular non turbo/supercharged car you change cams to change the fuel mixture/power levels. on a turbo/supercharged car you have a turbo doing that for you already
i had a turbo charged Scion xD in texas pushing 300ish hp (290Hp on hot ass texas days, 302hp on nice cold rare texas days lol) and i never had any issues with inspections.

Checkout fwerk's website for their turbo kits 1 & 2 plus a DIY kit also. I'd be looking at a gt28rs, whitch boost controller, bov's or not, wide band, etc. I wouldn't change the cams either. Put your money towards the turbo kit & the upgrade options. I'd run the clutch you already have till you need one, also.

yep, and hes right, there is really no reason to replace the intake manifold unless your going to be pushing insane amounts of boost! that manifold will hold just fine. whats your HP goal? if its a low goal you really dont need to do anything to your engine to get it ready, just need to start buying a kit and some nice gauges and slap it on! then before you crank the boost up to high, Get a tune! if you want a affordable reliable kit just stay in the low boost range.
heres what i did with my scion, the scion came out in 2008, and i turbo'd it in 2008. all custom. no one made anything for it. first i got all my parts and put the turbo on with a A/F gauge and a boost gauge. and i was running 5lbs of boost with stock everything. finally got some better injectors made for the scion tc (perfect fit) then when i had the money i got a AEM FIC piggy back system and a tune and finally turned it up to 11PSI for safe daily drive ability. (but i kissed my warranty goodbye but you dont need a piggy back system, and you have no warranty to worry about. so it really depends on one thing. How much horse power do you want? if you want to really raise your numbers. you have a lot of money and engine work to do. but even 8PSI with a tune, would be a big deference from what you have now. id start with a low boost turbo setup and go from there. if you want more boost, change out the appropriate parts later and retune it with the new parts etc

Youd need a manifold setup for a Turbo if you plan om boosting it.
