Dirty Fuel Filter?

Having a few problems with my car
ran out of petrol a couple of weeks ago
then the next day or two noticed that the car was shaking a wee bit then the check engine light came on
now the car feels funny pulling off has no power at all and shakes badly now and again
it also sometimes is hard to start sometimes
would this be a dirty fuel filter problem or something else?
Also at traffic lights the car will shake a wee bit and the rev counter will go up and do a very very tiny bit
please help really annoying me
thanks
