Almost all TB leak some around the shaft they stopped putting good seals in the years ago so that is part of the calculation thats built into even the stock trims on a stock car , the bolts on the other hand not tightening up are an issue

Load the manifold up with RTV and bolt it back up. Let it dry.
That's how most seal up the AL throttle bodies. Just a gasket never seems to be enough.
