On the topic of underbody kits, ALL colors are legal in the state of texas. I have asked over 8 different cops. The onlything they can ticket you for is if they can see the bulbs, or if they are blinking. The only color that is legal to see the bulb is Ambeer, unless I am mistaken.

On the blinking lights in your tails and your headlights it is only illegal if you are driving the vehicle. On the law it can be very complex some cops say ilegal even when ouyt of the vehicle and some say legal only if parked, it is considered impersonating an officer. The ticket is around 256 or in that general ball park, my friend that drives a Accord wich is lit up like a christmas tree (but it looks really cool) has the flashing red and blue in his headlights and tail lights, ha was parked and over 40 feet from his car and got a ticket for impersonating a officer. a week later he has them on again and is parked and out of the vehicle and 3 different cops said it was legal. Basically it depends on the cop with eny type of flashing lights.
