SVT W/ Zetec Speedometer

Recently I've swapped everything from a SVT focus into my normal ZX3 except I kept my MTX75 instead of using the Getrag. Everything works GREAT, except my speedo reads about 1/3 of the speed that it should. I've been thinking of getting an SCT flasher. My question is: Is it possible to correct the speedo with a flasher?

Yes.
Whoever is doing the tune for you should be able to correct it very easily.
If you're doing the tuning, you'll want to look into the 'OSS holes' for correcting it.
