MN has a higher subsidy IIRC. Meaning that the State pays the farmer more in the way of tax breaks for the corn.
But I do know that where I am E-85 is the lowest in the state, it seems. I go anywhere more than 50 miles from here and I pay more, maybe $0.20-$0.40/gallon more.

Gas in Chico, CA ......87 octane is now $4.05 gallon.....why the increase.....don't know! I know that next year gas will go up .16 a gallon more due to the CO2 tax for refineries....but now!
