Need help chiming noise car wont start

MY CAR IS A 2003 2.0 ZETEC SE VIN3

Car wont start when you turn the key to the start position it makes a chiming noise. No clicking noise, battery is good, and I tried to hook it up to my scanner and it wont give me a link to see if there is any codes. All of the electronics in the car work, it just makes a constant chime sound, like when the key is out of the ignition but you forgot to cut your lights off.

Weird. Does the car turn over at all? I would assume maybe a blown fuse and/or a short somewhere.

no wont turn on at all beside the radio lights etc and I don't know what fuses to check

I am fairly sure that your manual has a diagram inside of it. If not, there are plenty of diagrams online that can help you. It seems like your car is in the accessory mode. Does your fan for the heat/AC turn on when you do it?

Security system on these should allow crank, but not start if there's an issue there - the flashing light ABOVE the hazard switch tells it's status.

Prob. at LEAST one bad fuse, the one for power to the OBD port.
