I have quoted mikeeshaq and then added additional details to help RSVT170 check some of the wiring. Please use multimeter and check the items in red below.

I do not have a 2003 Ford Focus Wiring manual but it seems there ARE differences between the years
But what if the replacement engine and ECU came from a different year? and nobody bothered to change the connector plug??

Found it. OBD is shown in the wiring diagrams using the system name "Module Communications Network" and "Data link connector".

FYI @RSVT170
Using a multimeter, I just did a quick test on my car:
Car off, car key not installed.
C200 pin 16 (ref to ground/bat neg terminal) = 12Vdc
C200 pin 14 (ref to ground/bat neg terminal) = 1.8Vdc
C200 pin 6 (ref to ground/bat neg terminal) = 1.8Vdc

Since pins 14 and 6 have 1.8Vdc, this proves a good connection to the PCM. You want to do this same test.
