Yes, the oil can still flow, but it will impede the flow very effectively, keeping the oil by the pick up much longer. Is it perfect? No. However, this pan is known to work and the stock one is known to cause catastrophic failures.

I agree. This will slow down the movement of oil away from the pick-up, yet still allow the oil to drain back down too. Since I race oval and obviously turning left all the time, I could close up the gap on the right side of the pan to keep more oil down closer to the pick-up while going through the corners.
Attached is a picture of the baffles on my road course car. I also added a front baffle plate. Just designed to control the oil from being pushed away from the pick-up while in the corners.
