There is really no way to fix rust on the rocker panels. It's coming from the inside out so no matter what you do on the outside, it will continue to rust.

One possible fix is to get replacement rocker panels. I've never put one on myself and I forget where to get them, but I've seen it done on here and they look pretty good. At least better than a pile of rust.

As for the plastic side skirts, try looking around at any of your local salvage yards. The one by me has on complete set without the end caps and one other damaged set. Look around and you may be able to find a complete pair.

02fordsvt, I've tried the one and only salvage yard we have here and they don't have anything. I've tried checking the prices online and can't seem to find anything cheaper than $125 and then another $70 for shipping. Also, I thought about going the route to just buy new rockers and have them welded on, but those are even more...ranging at $200+ and then there would be the cost of the welding work and the cost of getting the paint supplies for me to paint them. I think my cheaper route is to just get side skirts and try to protect what I have left of the rockers and the repairs I've already made. It really wouldn't be cost effective for me to do much more seeing at the car is already 13 years old and has mutliple body flaws (rust spots, dings, minor dents, etc. I just really want the side skirts for to make it look a little more presentable and to protect the work I've already put into it.

I know this thread is dead. You can buy rocker panels for 40 dollars each at andy's auto sport if you didn't know that.
