have a P1451 code

just bought an 02 and it has a P1451 code....

think i found the issue though. Was under the car last night and noticed that the wire to the (what i believe to be) purge solenoid is cut at the plug... there is 3-4" of wire missing... was cut or ripped off. Kind of strange!

the valve is sticking out at an angle of a black box on the rear underside of the car, correct?
