2005 focus zx5 rear brakes

Just bought rear drums with bearings installed and shoes and hardware kit from NAPA. Did passenger side no problems, did driver side and whenever I tighten the axle nut, the wheel becomes to hard to turn. The drum went back on and off again fairly easy so it is not a diameter problem, it almost seems like the drum is sandwiching the shoes against the back plate, locking up the drum/hub assembly? I checked all springs and adjustments and everything seems installed correctly. Any ideas why is seems to turn freely until I tighten the axle nut?
