If you recently changed your timing belt and you have the under / over advanced code then your cam timing is off and your solenoid isnt bad , even if you check it and think its right it isnt
I have been working on the SVT a long time and I have only seen 2 bad solenoids and they were both broken at the bottom where the o-ring goes

Vehicle - Engine- VCT Type - Res. MIN - Res. MAX

Focus SVT - 2.0L - IPS - 9 - 15

IPS = Intake Phase Shifting

What you have to keep in mind is if the timing is off the solenoid why trying to work will be at its max trying to correct the timing being off

95% of all VCT solenoids that are changed are not bad

On a side note, I am changing my timing belt and the VCT sprocket has a little bit of free play once I took the belt off. Does the sprocket bolt just need to be re torqued?
