leaking exhaust or noisy reasonator/muffler?

when i drive my car, it makes a loud noise from under my car, only when driving you hear it, and its between 2500-3000rpms. after and before it sounds good.
i've had 2 shops try to fix the leak, pretty sure its between the flex and reasonator. i've put a new gasket in, didn't work, i had 2 shops look at it, they just put that gasket maker goop stuff in there. it was quiet on the ride home. the next time i would drive my car, it would be super noisy again

there was definitely a leak there, the last garage showed me the leak, felt the air coming through and the last mechanic put that goop sealer in there aswell. i'm not sure whats happening,

Sounds like something is bent or not lining up correctly. Are all the brackets on the exhaust?

all the brackets are on the exhaust. the last shop used an exhaust lifter thing to make sure the connection lined up before tightening down on the bolts.
