Poor handling in the rain

My 03 zx3 has to be the worst car I've ever had to drive in the rain. I put new front tires on and it only helped slightly. I'm also in the process of replacing shocks/struts, ball joints, tie rod ends and all the bushings with poly and then get a 4 wheel alignment done. Would there be anything else I need to look at to get it over 55 without feeling like I'm just a passenger in the car? If after this is all done and it still is crap in the rain it's going the way of the dodo bird. I don't want to but I can't have it only as a dry weather car when it's my dd.

My focus has bad toe issues in the rear, its kinda common for focus to have rear toe issues. It causes the rear of the car to feel "loose" and fishtail in the snow and rain. A proper alignment should fix the issue.

I had multi brands when I got it. Put the best on the back and 2 mastercraft on the front. When I drive on the highway the car will lose traction up front and I can see the tach rev up. When its real bad(?) it wonders in the rain hence the feeling like I'm just a passenger. And I'm not flying down the highway either. Speed limit only in the rain and sometimes slower.

I know I have other issues in the rear suspension and I'm hoping it will all go away after I blow the boy's college money on the car. I'm just making sure I have everything covered as I cannot do all of this again. Thanks everyone with the suggestions so far. It is appreciated muchly.
